Electricity pricing opportunities

Policy makers received another jolt when the short term cost of electricity in South Australia leapt from a year-long average of about $60 per megawatt-hour to $9,000 per megawatt-hour.

This market fluctuation is nothing new. Demand for electricity is expected to vary a lot from time to time. Policy makers have chosen settings to promote investment in both generating capacity and distribution grids to be able to quickly respond with extra supply.

The policy problem is quite visible in the need to provide adequate transport infrastructure for peak periods while accepting that there will be times the infrastructure will not be required...

 Electricity price spikes have occurred during summer heat waves when there has been little reliance on renewable energy sources and fossil fuel generating plant has been operating without any incidents that limited capacity.

These occasional electricity price spikes are what the usual policy settings rely upon to encourage investment in capacity that will be idle most of the time. For instance, early in 2011 AGL proposed building a $1.5 billion power plant it foreshadowed would be "switched off for months on end."
"AGL project manager Neil Cooke said the planned $1.5 billion gas turbine power station would only operate between 200 and 400 hours a year during periods of peak demand and could be switched off for months on end."

An intention to transition electricity generation to lower-emission technology does not materially alter this policy problem: whether it is a $1.5 billion power plant that is intended to be switched off "for months on end" or a $1.5 billion battery storage facility in its place.

Replacing freeways with mass transit would face the identical issues of peak demand far exceeding the capacity required on weekends.

With electricity generation and distribution there are some options to improve flexibility that might reduce the amount to be invested in equipment that is intended to be switched off "for months on end".

The development of robotics in automated manufacturing is increasing the flexibility to help reduce investment in electricity supply...

The principle can be seen in agriculture where crops are naturally adapted to be opportunistic consumers of sunlight and rainfall.

Automated factories and refineries that operate when electricity supply is at normal prices and switch off when the price begins to climb could be a more economic solution.

$1.5 billion invested on manufacturing  plant that is intended to be idled for short periods may be better for the economy than $1.5 billion invested in electricity capacity that will be kept idle for all but short periods.

This has implications for policy settings that for now are designed to promote investment in excess electricity generating and distribution capacity.

A smart home market for buying and selling electricity

The customary 3-month billing cycle for utilities made sense when meter reading was done manually and electricity consumers weren't in the business of generating electricity from solar panels or supplying power from batteries.

Having to wait 3 months to be paid for electricity you supply to the electricity grid is no longer appropriate or necessary. Smart meters continuously measure power supplied from and to the grid and transmit this data at 15 minute intervals to the network provider.

"Cost-reflective pricing" - Pricing electricity to reflect short term fluctuations in supply and demand - can be most effective in influencing peak-period supply and demand when these price fluctuations are actually experienced in real time. If the averaged effect is only noticed once every 3 months in a quarterly bill for electricity, cost-reflective pricing has little or no chance to influence supply and demand decisions in the peak periods.

Though short term trading in the supply and purchase of electricity may not be for everyone, it could be available on the same basis as the stock exchange: for those who have an interest. A household or business with a large battery bank but no space for solar panels might wish to buy electricity at peak solar supply times when the price is low, then sell it back during overcast days in peak demand periods. The availability of a market to buy and sell electricity may be essential to encourage this type of entrepreneurial activity.

There are a number of Internet tools that are making it more secure and less expensive to construct such applications.

PayPal recently introduced a low-cost payment option for digital goods. Though electricity is not a "digital good" it doesn't require PayPal to provide posting and delivery tracking, dispute resolution and return-to-sender processing as it does for physical products.

Using PayPal eliminates risks such as this one at mycause.com.au:

"On Tuesday July 29 2014 we discovered that there had been a data security breach in the mycause system and donor credit card data from transactions was compromised.
The theft has been carried out by a sophisticated and highly coordinated group of hackers who have managed to skim credit card data as it passed through the mycause server to the payment gateway."

Other modular components can be incorporated. For instance:
  • There is no need to create user identifiers and facilities to reset forgotten passwords. Google account services take care of this functionality.
  • There is no need to construct a community discussion forum facility. Disqus provides the functionality for this requirement.
Google provides free software development tools for building robust and flexible web applications. The Google App Engine software development kit (SDK) for Python is one of several powerful development tools available for the task.

There are recently devised software tools with which to dynamically reshape each web page after the web server has sent it to the client device. That is to say a web page can format itself to fill a Tablet or desktop PC screen and reshape itself to suit a mobile phone upon inspecting the screen size of the device in which it finds itself.

"Play YouTube videos on your T‑Box" is an example of a web site that takes advantage of these development tools and the available ready-built modules to supply a community discussion forum, subscriber accounts and secure payment for digital goods.

What an inspiring two days!

Last week, 240 leaders from industry, government and research from the U.S, Australia and beyond gathered at the 2XEP Forum to focus on doubling Australia's energy productivity by 2030.

Kateri Callahan, President of the U.S. Alliance to Save Energy, Heather Zichal, President Obama's Former Lead Advisor on Energy and Climate Change, and Hon Anthony Roberts MP, NSW Minister for Energy opened the Forum and set the tone for the forum discussions. Dozens of eminent speakers shared their experiences and insights on how their particular industries could lift energy productivity.

Over the next few weeks, we will share with you links to some of the many very stimulating and informative presentations at the Forum.




The 2XEP Forum was, of course, just the beginning of an energy productivity transformation for Australia.


The next step in A2SE's campaign to double energy productivity is to gather additional support for the Joint Statement on Lifting Energy Productivity and to engage government and businesses in developing an
Australian Energy Productivity Roadmap.

Smarter energy policy saves billions  - Minister Anthony Roberts


Speaking at the 2XEP Forum, NSW Energy Minister Anthony Roberts MP commented on energy security being more than just securing supply; asserting the significance of innovative approaches to using energy more efficiently and the critical role the government must play in delivering this result.


Minister Roberts also reaffirmed his Governments support for its pioneering Energy Savings Scheme and  noted that the surge in electricity prices in NSW driven by network investment was at an end and that network capital expenditure budgets had been cut by $4.3 billion.

A2SE was delighted to welcome Dr. John Hewson AM as our Forum Dinner speaker. The theme of his address was 'Productivity, Policy and Politics - creating a competitive 21st century in Australia'. In a wide-ranging, amusing and inspiring speech, Dr Hewson reflected on the challenges he faced throughout his distinguished career when trying to drive change in various projects and endeavours.

Dr Hewson noted that the concept of lifting energy efficiency should be broadly appealing and achievable. Despite the inevitable hurdles in promoting energy efficiency, he encouraged his audience to be optimistic about winning the argument on energy productivity.

Getting ready to go off the grid

Suppose you have a solar photovoltaic system or a BlueGen fuel cell home generator and a collection of appliances that can be monitored and controlled automatically by a tablet computer.

A hot water system might be set to keep water between 50°C and 60°C.
  • If the water temperature is at or below 50°C, the water heater should be on. 
  • If the water temperature is at or above 60°C the water heater should be off.
When the water temperature is anywhere between these upper and lower temperatures the status of the heater could be on or off. From your point of view, the status of the water heater ("on" or "off") is "Don't care if on or off".

Refrigerators, freezers, air-conditioners and space heaters can be automatically controlled having regard to:
  • A lower temperature at which the appliance should be "on" (for heating appliances) and "off" (for cooling appliances)
  • An upper temperature at which the appliance should be "off" (for heating appliances) and "on" (for cooling appliances) 
  • For any temperature that is between the lower and upper temperature, the appliance has a status of "Don't care if on or off".
When your home energy system is generating more energy than is required for all appliances that are turned on, extra energy can be sent to some or all appliances that are "off" but have a status of "Don't care if on or off".

When your home energy system is not generating enough energy for all appliances that are turned on, energy can be saved by cutting energy being sent to some or all appliances that are "on" but have a status of "Don't care if on or off".

Controlling appliances in this way reduces the size and cost of energy storage.
  • Excess energy being generated is added to any appliance that can use it.
  • Peak energy use is lowered - when more energy is being used than is being generating - by automatically withholding supply from any appliance that can postpone its energy needs.
If your household has an electric vehicle parked in a garage, it can be controlled in an even better way. For example:
  • When the battery charge is below 40 percent, charging should be "on".
  • When the battery charge is at 100 percent, charging should be "off".
  • When the battery charge is between 40 percent and 80 percent, charging can be considered to be "Don't care if on or off".
  • When the battery charge is between 80 percent and 100 percent, the battery can be considered to be "Don't care if charging is on or off, OR if discharging is on or off". (That is to optionally SUPPLY energy to the home.)
Notice that the last status above allows the household to make use of any electric vehicle parked in its garage for energy storage - at no extra cost...

A smart meter is not a requirement to implement such an energy management system.
ZigBee Alliance Integrated ZigBee low-cost controllers in a range of appliances from different manufacturers are a prerequisite.
  • Proprietary communication protocols and energy automation software would make it very difficult and expensive to implement the desired level of control. 

If you are still connected to the grid, this level of control allows you to reduce the peak demand your household makes from the grid. This strategy helps:
  • To reduce the need for network investment in extra poles and wires.
  • To avoid the need for price increases for the electricity that you purchase from the electricity grid.
There are a number of businesses with Zigbee technology experience that could help manufacturers begin to offer versions of their appliances that are "ZigBee-enabled".

Congratulations to the Energy All-Star Awards Winners

Thank you to the Hon. Yvette D’Ath, Parliamentary Secretary for Climate Change and Energy Efficiency (pictured below with the Award Winners) and The Chaser’s Craig Reucassel for speaking at and presenting this year’s Energy All-Star Awards. It was evening to remember, even more so for our Energy All-Star Awards Winners:

Energy Efficiency All Star Winner: Rod Sheppard, Carbon Reduction Industries 

Rod won for his dedication and passion in striving for a more sustainable and energy efficient future,  and more specifically, his product, the EcoSwitch (www.ecoswitch.com.au).The EcoSwitch has been used to reduce standby power in thousands of households, businesses and educational institutions across Australia helping 'average' people to reduce their carbon footprint and also for the savings on electricity bills!
While the EcoSwitch has gone on to win many awards for it's simplicity and innovation, Rod himself remains an unsung hero. He has persevered in taking the product to market (despite the many challenges) and his belief in real-world sustainable change is an inspiration.


Peak Demand Management All Star Winner
: Mark Lendich, Energex  

Mark set up the Energex Energy Conservation and Demand Management group for Energex, which is delivering the largest Demand Management program in Australia. The program delivers services to both residential as well as commercial and industrial customers and is well ahead of our targets.






Distributed Generation All Star Winner
: Ric Brazzale, Green Energy Trading  

Ric won for his unwavering commitment to reducing Australia's greenhouse gases by employing distributed generation as a methodology. Not only does he talk the talk, but walks the walk. After forming and leading the Australian Business Council for Sustainable Energy (now known as the Clean Energy Council), Ric used his depth of knowledge and business acumen to build a substantial group of businesses' concentrated on distributed generation/energy efficiency. He deserves recognition from his peers as a fierce advocate for the uptake of distributed generation in this country.




Joint Rising Stars Winners
: Nicky Ison (pictured) and Jarra Hicks, Community Power Agency  

Nicky and Jarra are the co-founders of the ground-breaking Community Power Agency (CPA). Both have strong backgrounds in advocacy for a sustainable energy future.

CPA was established to grow the community renewables sector in Australia. CPA aims to ‘decarbonise, decentralise and democratise’ the energy system, based on the premise that an energy revolution must encompass social and political concerns. To set up CPA, both Nicky and Jarra undertook self funded study tours of community renewable energy projects around the world.

CPA works with communities around Australia to set up renewable energy projects, and has created a consortium (government, community renewables developers, research institutions, NGOs and community groups) to explore and address the systemic barriers to such projects in Australia. CPA’s advocacy was also instrumental in establishing the recently announced NSW Government funding program for community renewable projects.

Summer Study Tackles Smarter Energy Market Reform

Last month, the Council of Australian Governments (COAG) committed to the most comprehensive shake-up of the National Electricity Market in a decade. The key impetus for this reform was rising electricity prices, mainly driven by increased electricity network spending.

The reform package focused on more regulatory muscle, reviewing reliability standards, and more flexible prices.  While the proposed reforms are mostly very welcome, they don’t promote the biggest, cheapest and most sustainable way to rein in energy bills: energy efficiency.  Nor do the reforms directly help energy utilities become more profitable by helping customers save energy and encouraging distributed generation. And they don’t help redirect unnecessary infrastructure spending into transforming markets for more efficient buildings, appliances and equipment.

Which means there’s lots more reform to be done. With sessions on Energy Markets, Market Transformation, Regulation and Peak Demand Management, this year's Summer Study will highlight the links between electricity market reform and smarter energy use.

David Green OBE
CEO of the Clean Energy Council

David recently moved to Australia after a brilliant career in clean energy in the UK. He holds the Award for Outstanding Contribution to Sustainable Energy made by the UK Parliamentary Renewable and Sustainble Energy Group.

David was founding Chief Executive of the UK Business Council for Sustainable Energy and launched the national charity Neighbourhood Energy Action that has worked, since 1981, with its local partners to secure warmer homes for many millions of lower income households.

He has also contributed to a wide range of reports and activities on energy policy and chaired the Mayor of London's Energy Partnership. David has advised governments around the globe on energy efficiency and clean energy and was a member of the UK Government's Delegation to the World Summit on Sustainable Development.

David was awarded the MBE in 1986 and the OBE in 2003.

The Clean Energy Council is the peak body representing Australia’s clean energy and energy efficiency sector. It is an industry association that provides a unified voice for over 550 member companies involved in the development or deployment of technologies such as solar, wind, geothermal, hydro, wave, bioenergy, cogeneration, storage and energy efficiency.  The Clean Energy Council provides a variety of services to members but its primary role is to develop and advocate effective policy to accelerate the development and deployment of all clean energy technologies.
